Australia’s Proposed New Points System: What Migrants Need to Know

This Right & Associates guide explains the proposed Grattan Institute-style points test, what may change, what is not official yet, and how skilled migrants, international students and graduates can prepare early.

What Is the Grattan Institute’s Proposed Points Test?

The Grattan Institute proposed a redesigned points test that gives more points to characteristics that may suggest a migrant will have long-term success in Australia. The proposed system places strong emphasis on age, English, education, occupation, skilled work, high-paying Australian employment, credentialled community language and partner skills.

This proposed approach is different from the current system because it would place much greater weight on strong English, younger age, high-value employment and partner/single applicant factors.

Age receives high weight in the proposed model.
Competent English is treated as a minimum requirement, not a bonus.
Certificate III or higher is treated as a minimum threshold in the proposal.
The proposal requires a suitable skills assessment but does not add extra points here.
Two years minimum, overseas or Australian, under the proposed table.
Australian earnings or job offer are strongly rewarded in the proposed model.
Credentialled community language receives 20 proposed points.

What This Could Mean for International Students

If Australia moves toward this type of points system, international students may need to focus more on long-term career outcomes rather than only collecting bonus points through study location or short programs.

Younger applicants are strongly rewarded in the proposed model.
